About this puzzle
32 islands on a 13×13 grid need 48 bridges between them. The biggest island number is 7.
11 islands need at least one bridge to every neighbour.
Where to start
3 islands take the maximum their neighbours allow, so every connection there is a double bridge.
A good first move: the island with the number 4 at row 6, column 11, which can see 2 neighbours.
At least once you will need to try a bridge in your head and see it fail one step later.
