About this puzzle
33 islands on a 13×13 grid need 45 bridges between them. The biggest island number is 6.
2 islands need at least one bridge to every neighbour.
Where to start
2 islands take the maximum their neighbours allow, so every connection there is a double bridge.
A good first move: the island with the number 2 at row 11, column 9, which can see one neighbour.
At least once you will need to try a bridge in your head and see it fail one step later.
