About this puzzle
17 islands on a 9×9 grid need 20 bridges between them. The biggest island number is 5.
2 islands need at least one bridge to every neighbour.
Where to start
One island takes the maximum its neighbours allow, so every connection there is a double bridge.
A good first move: the island with the number 2 at row 1, column 8, which can see one neighbour.
At least once, a pair of islands would seal itself off from the rest if you joined it the obvious way. Avoid that and the rest follows.
