About this puzzle
15 islands on a 9×9 grid need 15 bridges between them. The biggest island number is 4.
One island needs at least one bridge to every neighbour.
Where to start
A good first move: the island with the number 1 at row 6, column 6, which can see one neighbour.
At least once, a pair of islands would seal itself off from the rest if you joined it the obvious way. Avoid that and the rest follows.
