About this puzzle
22 islands on a 11×11 grid need 30 bridges between them. The biggest island number is 6.
4 islands need at least one bridge to every neighbour.
Where to start
One island takes the maximum its neighbours allow, so every connection there is a double bridge.
A good first move: the island with the number 6 at row 4, column 6, which can see 3 neighbours.
At least once you will need to try a bridge in your head and see it fail one step later.
